The Retail Stakeholders Group led by Chairman Brian Tulloh of TXU Energy met via WebEx on April 27, 2011. After introductions, Dr. Milton Holloway of CCET began reviewing the PEV collaborative white paper and stakeholder coordination. CCET started the collaborative PEV white paper in September 2010 in anticipation of proposed legislation that would have made funds available for statewide EV initiatives. Unfortunately, it didn't pass. Now, DOE has decided to fund related work on a smaller scale. Discussion ensued over what to do next.

Bob Davis of CCET discussed the paper he had prepared that highlights 62 bills that address with one or more of the following electric utility regulation with a technology orientation, distributed generation, plug in electric vehicles (PEVs), and smart grid connected renewables that might be of interest to CCET.

Dr. Milton Holloway of CCET mentioned the President's FY2012 Budget request includes DOE funding for three more energy HUBs (in addition to the three that currently exist). OE FY2012 Request Highlights include: Smart Grid Technology and Systems Hub ($19.4m): A new a five-year activity with research focusing on novel sensors and devices, and initiation of efforts in embedded sensor applications for system components; and A new North American wide-area monitoring system (WAMS): WAMS will leverage partnerships with universities, national laboratories, vendors, and the electricity industry to develop the underlying theory, algorithms, and software for power system planning and operations applications.

Larry Alford of Austin Energy couldn't attend but he provided a summary of four study recommendations that are PEV related and utility-centric, and they are not part of the EV concept paper. Bob stated the common dominators are the need for managed charging, what role PUC should play, prospects for ancillary services, and whether ERCOT should be approached down the road to review PEVs ancillary services as not just sources of power but as managed charging as a way to help with power quality issues. Larry thinks these topics would make good CCET studies or review. Discussion ensued over the white paper research topics.

Bob Davis of CCET then talked about two Smart Grid DOE FOAs - FOA 511 Prospects: Advanced Planning & FOA 451: EV Infrastructure Planning.

FOA 511 is not on the street yet, but they did release a notice of intent. Residential consumers are the target, and they want to know what messages resonates with consumers. They are looking for success stories, and they want to measure attitudes before and then after messaging. There are two different levels proposed: community and state.

FOA 451 is a scaled down version of previously proposed legislation to single out ½ dozen areas to become PEV models. This effort was to include planning, equipment acquisition, legal fees, etc.

Bob Davis of CCET then discussed that for three years CCET has sponsored a university/college student contest with IEEE Region 5. Bob requested topic ideas for the next student contest and it was discussed whether to take the contest to the national level. The contest is currently available to all university/college students within the IEEE Region 5.

Dr. Milton Holloway of CCET then summarized the recent messaging activities for CCET's Discovery Across Texas project. CCET has hired Marketwave, a public relations firm, of Dallas, Texas to conduct a messaging exercise. A summary of the messaging materials will be the basis for future public displays and presentations is in progress.

Chris LeBlanc of National Instruments presented slides on NIWeek which is a worldwide graphical system design conference and exhibition occurring from 2-4 August, 2011.

NIWeek 2011, the company's 17th annual customer and technology conference, opens August 2 at the Austin Convention Center in Austin, Texas, for three days of interactive technical sessions, targeted summits, hands-on workshops, and exhibitions on the latest developments for design, control, automation, manufacturing, and test. National Instruments has offered to host the summer CCET Board meeting at the conference.
